Windows XP-8.1 still have the ability to make a boot disk. Windows Me doesn't support making MS-DOS boot disks regardless if you use either the Format command in the DOS prompt or the format function on explorer. (Honestly what was the point of MS-DOS 8.0?) So in Me and XP onwards you'd better burn a Hiren's Boot CD. So you could, even then, no longer boot into MS-DOS to fix something. (MS-DOS 8.0) But even then it was useless because they were minimal versions not even allowing you to change to the C: drive.
